Uttarakhand
The Uttarakhand Electricity Regulatory Commission has issued the Terms and Conditions for Determination of Multi Year Tariff regulations dated 14th September 2018. The primary purpose of these regulations is to determine the tariff of generating companies, transmission & distribution licensees as per these Regulations from 1st April, 2019 onwards.

a. 1/3rd of such gain or loss shall be passed on as a rebate or allowed to be recovered in tariffs
b. The balance amount of such gain or loss may be utilized or absorbed by the Applicant

(1) Auxiliary Energy Consumption in the sub-station
a. AC System- The charges for auxiliary energy consumption in the AC sub-station for the purpose of air-conditioning, lighting, consumption, etc. shall be borne by the Transmission Licensee and shall be separately claimed by the licensee under the operation and maintenance expenses.
(2) Target Availability for recovery of full transmission charges
(a) AC System : 98%
Recovery of fixed charges below the level of target availability shall be on pro-rata basis. At zero availability, no transmission charges shall be payable

The O&M expenses for the nth year and also for the year immediately preceding the Control Period i.e. FY 2017-18 shall be approved based on the formula given below:-
O&Mn = R&Mn + EMPn + A&Gn
Where –
O&Mn – Operation and Maintenance expense for the nth year;
EMPn – Employee Costs for the nth year;
R&Mn – Repair and Maintenance Costs for the nth year;
A&Gn – Administrative and General Costs for the nth year

Where,
ATC = Annual Transmission Charge specified for the year in Rupees
NATAF = Normative annual Transmission availability factor, in per cent
NDM = Number of days in the month
NDY = Number of days in the year
TAFM = Transmission System availability factor for the month, in percent
The monthly Transmission Tariff as determined by the Commissions hall be shared by all long-term and medium-term open access customers on monthly basis in the ratio of their allotted capacities
